D&S Development is making a second try at developing housing on the northwest corner of 21st and K streets in Midtown Sacramento, with a less ambitious scope than the first time.
The new proposal for 2031 K St. would be a three-story, 45-unit apartment project of about 28,290 square feet overall. Sara Lebastchi, vice president of operations at D&S, didn't return a call seeking comment. The application for 21K is for site plan and design review.
Apartments in the project would be comprised of five "micro" units of 315 or 350 square feet each, 21 studio units of 394 square feet each, 11 one-bedroom units of 608 or 620 square feet each and eight two-bedroom units of 802 or 827 square feet each.
"Twenty percent of units are proposed to be affordable with moderate income," project plans state. The plans also state the applicant is requesting two incentives, which appear to be deviations for open space and long-term bike parking.
The ground floor of 21K would have about 1,400 square feet of retail, across two spaces. In addition to apartment units, the building would also have patios and long-term bike parking on the ground floor.
Apart from the bike parking, the project would have no dedicated parking, which is allowed under city code for such locations.
According to the plans, 21K would occupy about .29 of an acre. HRGA is the project architect.
D&S Development acquired the property in 2021 for $3.5 million, records show.
In 2022, D&S filed plans for a larger project on that corner and some neighboring parcels to the west. That project, also called 21K, would've had 296 apartments and 8,000 square feet of retail space in an eight-story building.
Though the city approved the project, D&S never moved toward construction. Turton Commercial Real Estate listed it and the entitlements for sale last year.
D&S still owns other parcels not included in the new proposal, mostly parking between 21st and K and the Lavender Heights area of bars and nightclubs at 20th and K streets.
